& Technology (STST)
General Guidelines and Proforma
for Submission of Proposals
Introduction
Major changes in the
Indian Economy and the accelerated rate of industrial growth imply
a larger demand for vocational skills. The rapid migration of rural
population to urban areas has also created a demand for trained
people to meet the needs of urban services. Further, a variety of
new services has emerged such as financial, health, media, advertisement,
urban utilities, cable TV and entertainment, and telecom services.
There has also been a sharp growth and new product/service introduction
in the agro-food processing industries for both internal use and
for exports, requiring special skills. Skill Development Training
Through Science & Technology (STST) aims at development of skills
through training intervention by developing special curricula and
creation of models for offbeat and innovative skill areas.
The National Science
and Technology Entrepreneurship Development Board (NSTEDB), since
its inception in 1982, has been devoting its attention to programmes
of entrepreneurship development and self-employment generation using
S&T methods and techniques and by using the expertise developed
in technical and R&D institutions for upgradation of skills.
With development of new and better technologies it becomes essential
to upgrade the skills of man-power using such enhanced versions
of equipment/tools. Training has been a long felt need in some of
these areas and NSTEDB has been trying to fulfil this gap right
from its inception and the present Skill Development Training Through
Science & Technology (STST) addresses itself to upgrade the
skills in a need-based manner for a select group of processes and
technologies.
Objectives of STST
The main objectives of STST are to:
i) demonstrate that
skills can be developed/upgraded through the application of Science
and Technology.
ii) harness the resources
of S&T infrastructure of the country, which have so far remained
under-utilised, for skill development training.
iii) enhance quality
of services/products and thereby enhance income generation among
skilled workers.
Duration
of Training
Each training programme
under STST will vary depending upon the type of trade. However,
an attempt would be made to keep the duration less than a year and
in most cases between 2 to 3 months.
Conducting
Agencies
Any recognised educational
or research institution, professional body or reputed agencies both
governmental and non-governmental with a proven track record in
related areas. Only those institutions would be supported where
infrastructure facilities and expertise is available or tie-up with
an academic/R&D/technical institution has been arranged.
Suggested Trades
Trades would be selected
by conducting agencies depending upon the opportunities available
in the location of training. However, trades with distinct S&T
inputs would be given preference. The idea is to take up trades
that are location specific, need based and have high potential for
employment.
Implementation
The programme will be
implemented in different parts of the country by imparting skill
development training in various trades to selected beneficiaries
after extensive and in-depth study of potential of the trade in
that particular vocation.
Various tasks to be
performed by an implementing agency are the following:-
I. Survey of opportunities
in specific trades for skill development training.
II. Identification of
trainers, experts and master craftsmen (Ustads) and providing them
with suitable orientation training.
III. Preparation of
lecture material in local language, wherever such material is not
available.
IV. Selection of trainees
through appropriate aptitude tests for specific trades.
V. Actual conduct of
training.
VI. Required tool-kits/materials
to be provided to trainees.
VII. Post-training follow-up.
Evaluation and Monitoring
The proposals would
be evaluated by an Expert/Advisory Committee constituted for this
purpose and institutions whose proposals have been approved by the
Committee as well as the Department would only be intimated. The
decision of the Committee and the Department would be final.
The Department would
monitor the progress of the project periodically. Progress reports
regarding conduct of training programmes must be sent to DST in
the prescribed proforma as given in Appendix-II immediately after
completion of the training.
